Always Exercise Caution: Asbestos Surveys Detect the Presence of Asbestos in Buildings and Materials

Asbestos is extremely hazardous to people’s health. Demolishing or renovating homes containing asbestos products can release asbestos fibres, which are very fine and can stay in the air for hours. Unprotected workers exposed to asbestos-contaminated air can breathe in the fibres. This may cause serious health problems, such as lung disease and cancer.

No one can tell if asbestos is present just by looking at a building material. Samples of building materials MUST be examined under a microscope by a trained professional. If you suspect asbestos is present, DO NOT touch or move the material. Stop work immediately and have a qualified professional complete an asbestos survey. If the property is a workplace or multi-purpose (combined residence and farm, daycare, small business, etc.) and has employees or workers (including contractors) WorkSafeBC requires that a qualified person conduct a hazardous material Asbestos Survey to identify the materials that contain asbestos. If asbestos is found, a qualified abatement contractor must remove it.

Understanding Asbestos Regulations in British Columbia, Canada in 2024

In British Columbia, Canada, as of January, 2024, Asbestos Testing isn’t just recommended; it’s the law. Before embarking on any renovation or demolition project, regardless of size, a mandatory asbestos survey is imperative. This requirement is in place to protect the health and safety of workers, occupants, and the community at large.

Asbestos Training, Certification & Licensing

NEW – Training, certification, and licensing requirements are now in effect to help keep workers safe from the danger of asbestos. As of January 1 2024, asbestos abatement contractors must be licensed to operate in British Columbia, and anyone performing asbestos abatement work must complete mandatory safety training and obtain certificates.”

What is Regulation 5 of the Control of Asbestos?

Regulation 5 relates to the ‘Identification of the presence of asbestos‘. This regulation places specific duties on employers, particularly those in the construction, demolition, maintenance, and allied trades to identify the presence of asbestos before any work that may risk disturbing asbestos commences.

Why Does Asbestos Testing Matter?

Asbestos, a naturally occurring fibrous material, was extensively used in construction from the 1950s to the 1990s due to its affordability and desirable properties. However, prolonged exposure to asbestos fibers can lead to serious health risks, including lung cancer, mesothelioma, and asbestosis. Therefore, it’s essential to identify and manage Asbestos-Containing Materials (ACMs) to prevent exposure. Common materials that may contain asbestos include spray-applied fireproofing, mechanical insulation, linoleum, floor tiles, drywall taping compound, vermiculite, cement board and tiles, cement pipes, and textured decorative coatings, to name a few. WorkSafe BC states that ANY home or building built in the 90s or earlier MUST have an Asbestos Survey completed prior to beginning ANY work.

It is the Law in BC, Canada, to have your building materials inspected and tested for Asbestos (An Asbestos Survey completed) before beginning ANY Renovation, Demolition or Commencing Repair work!

Asbestos Hazards in Demolition, Renovation, and Salvage

When demolishing or renovating older homes, there is a high probability of disturbing asbestos containing materials, which may release asbestos fibres and put unprotected workers at risk.

What do I have to do before demolishing, renovating, or salvaging buildings or structures?

  1. You must have a certified surveyor like – Assure Property Solutions Inc., inspect the site to identify any asbestos that may be handled, disturbed, or removed.
  2. You must submit to Work Safe BC a notice of project (NOP).
  3. You must have certified and qualified asbestos abatement workers properly contain or remove and dispose of all material containing asbestos.

You should receive written confirmation that the asbestos specified for removal on the notice of project form has been properly removed.
For more information, refer to OHS guideline G 20.112, which explains the hazards associated with the uncontrolled release of asbestos. It also provides information on:

  • Asbestos licensing and certification requirements
  • What constitutes a Compliant asbestos inspection
  • Arranging for and confirming the safe removal of asbestos
  • What to do if you encounter more materials suspected to contain asbestos during demolition or salvage work

What are the Consequences of Asbestos Non-Compliance?

Failing to comply with asbestos regulations can result in severe repercussions. Work Safe BC imposes strict penalties for violations, including significant fines and legal consequences. Moreover, local authorities and waste management facilities actively enforce regulations to prevent the illegal dumping of asbestos waste.
Homeowners and contractors must ensure that a qualified person conducts an asbestos survey, inspection, sampling, and testing before undertaking any renovation, demolition, alteration, or repair work that may disturb asbestos-containing materials. Failure to do so not only jeopardizes the health and safety of individuals but also exposes them to legal liability and financial consequences.
